The reasoning

Douglas's own German pages describe delivery in Germany and nothing else. The terms and conditions are headed as applying to private customers with a German billing address, and section 4 says standard deliveries go to the delivery address in Germany, with express limited to German addresses and the German mainland. The shipping help page quotes 4.95 EUR standard postage, free from 34.95 EUR, and DHL delivery in 1-3 working days within Germany. That page never mentions Switzerland, customs, import VAT or any cross-border surcharge. Douglas runs a separate Swiss storefront at douglas.ch, which prices in francs and states that all prices include statutory VAT. It ships with Swiss Post for CHF 6.50, free from CHF 49.95, and warns only that customs processing can occasionally delay a parcel, the clearance being Douglas's job rather than the buyer's.

What complicates it is that douglas.de never says in so many words that it refuses Swiss delivery addresses. The conclusion rests on the German-only scope of the terms and the absence of any foreign shipping table, and a checkout test would be needed to be sure. Swiss consumer services such as MeinEinkauf advertise Douglas as a shop reachable through a German forwarding address, which is the usual pattern for retailers that do not deliver across the border. If a Swiss buyer does go that route, the parcel is imported in the buyer's name and 8.1 percent import VAT plus the forwarder's or carrier's fee lands on them, which is a different situation from ordering at douglas.ch.

If it goes wrong

If a Swiss address is accepted at some point, or if a parcel forwarder is used, the shipment is imported DAP. The buyer then pays 8.1 percent import VAT plus the forwarder's or carrier's clearance fee, roughly CHF 32 plus CHF 18 or more on a CHF 400 cosmetics order.
