Do you pay Swiss import VAT and customs charges when ordering from Rossmann?

The sentence about German-only delivery is unambiguous and on Rossmann's own delivery page, so the verdict rests on a direct statement. The CHF 17.90 fee is set by MeinEinkauf and can change, and Rossmann has opened stores in Switzerland, which may alter the online arrangement.
The delivery page states that deliveries are possible only within Germany. Shipping inside Germany costs EUR 4.95 and is free from EUR 69, with DHL as the carrier. No Swiss delivery address can be entered at checkout, and no Swiss VAT is charged.
Rossmann runs a Switzerland page that describes the MeinEinkauf.ch forwarding route. You register for a @MeinEinkauf.ch address, order to the forwarder's German warehouse in Konstanz, and pay CHF 17.90 per shipment. MeinEinkauf states the goods arrive cleared and taxed with no import charges at the door. German VAT of 19 percent stays in the price, since the forwarder is the buyer of record. Food, baby food, drinks, pet food, salts and bulky goods are excluded.
